• Board Committee Descriptions and Member Appointments

    Community Relations & KEA Liaison Committee

    Acts as liaison between community stakeholders and the Board of Education and as a liaison between local association representatives from each school and the Board of Education.  Functions of the committee include but are not limited to:

    • Foster collaboration between community stakeholders through meetings and outreach.

    • Act as liaison to the Kinnelon Education Association (KEA) and Kinnelon Administrators Association (KAA)

    • Assist in review and development of policies that may impact stakeholders

    • Assist in the review and development of facilities/budget items that may impact stakeholders

    • Assist in the development of district goals

    Education & Student Activities Committee

    Reviews matters related to existing or new curricula, educational programs and student activities. Functions of the Committee include but are not limited to:

    • Review the standardized test scores and evaluation results of the district.

    • Monitors curriculum adoption and implementation cycle in collaboration with the Director of Curriculum and Superintendent.

    • Informs and directs the Board’s annual approval of learning goals in support of the District’s educational mission.

    • Guides the Board in periodic assessment of progress toward the achievement of these goals.  

    • Holds information meetings with appropriate professional staff members dealing with curriculum items and all initiatives relating to student activities, i.e., co & extra curricular

    Finance, Facilities & Security Committee

    Works with the Business Administrator and Superintendent with regard to district finances, facilities and security. Functions of the committee include but are not limited to:

    • Reviews and monitors issues related to the School District budget.

    • Recommends adjustments and modifications to the school district's budget

    • Recommends cost-effective and efficient projects and initiatives for full school board consideration

    • Reviews the needs and uses of district buildings and grounds

    • Recommends, with input from administration, long and short-term use and facility improvement plans that are in the best interest of the students, the District and the community.

    • Reviews and monitors long range technology plans

    • Reviews and monitors changes to security plans and requirements

    Personnel & Negotiations Committee

    Oversees all aspects of District personnel. Functions of the Committee include but are not limited to:

    • Establishes and reviews the evaluation systems for district personnel including the Superintendent

    • Assists in the review and development of policies related to staff

    • Assists as needed in the interviewing process of District administrators

    • Reviews hiring recommendations of the Superintendent

    • Assists in determining the creation/elimination of district positions 

    • Reviews and approves job descriptions

    • Assists the Superintendent with personnel as deemed necessary by the superintendent

    The Personnel Committee will act as the Negotiation committee when needed to negotiate with the KEA and the KAA during the negotiation of contracts and sidebar agreements when necessary.  In this capacity, the committee works with the Business Administrator, the Superintendent, and the Labor Attorney to oversee the negotiation of contracts with District personnel.

    Policy Committee

    Oversees district policy and regulations. Functions of the Policy Committee include but are not limited to:

    • Works with the Superintendent to review, update or create district policies and mandated regulations. 

    • Presents proposed policy items to the Board for discussion (First Reading) and tentative action (Second Reading).

    • Develops policies if required based on referral by a specific board committee or the Committee of the Whole

    • Acts as policy experts to the committee as a whole

    Delegate Assignments

    Educational Services Commission of Morris County (MCESC):

    ESC of Morris County provides a variety of services to the districts of Morris County, and the surrounding area. They provide many programs in an effort to assist districts to meet their statutory and financial responsibilities to their students and community. They are particularly noted for special education and transportation services.  Delegates to this commission serve as liaisons between Kinnelon BOE and the ESC.

    K-Cares (Kinnelon Municipal Alliance):

    In 1989, by an act of the New Jersey Legislature (P.L. 1989, Chapter 51), the Governor's Council on Alcoholism and Drug Abuse (GCADA) was established as an independent planning and coordinating body covering all state, county, and local efforts regarding alcoholism, tobacco, and other drug abuse. The GCADA has two primary missions….One is to maintain the Municipal Alliance Program.

    Kinnelon Municipal Alliance is a local planning and coordinating body established to assess needs, set priorities, develop plans and implement programs that form the foundation of New Jersey's substance abuse prevention activities.

    Morris County School Boards Association (MCSBA):

    The membership of the Morris County School Boards Association (MCSBA) is made up of all 41 constituent school districts in the county. The goal of MCSBA is to enhance the skills and knowledge of the local board of education members throughout Morris County. MCSBA serves as a forum for the exchange of information and ideas and as a catalyst to expedite and initiate action. Delegates attend MCSBA meetings monthly.

    New Jersey School Boards Association Representative (NJSBA):

    The New Jersey School Boards Association, a federation of boards of education, provides training, advocacy, and support to advance public education and the achievement of all students through effective governance.  The Association is governed by its Delegate Assembly. Every board has a vote in the Delegate Assembly - one board, one vote. Each local school board selects a delegate and an alternate. The Delegate Assembly meets twice a year in the months of May/June and November/December to determine the Association's positions on educational issues, and to set the by-laws under which it operates.

    New Jersey Legislative Representative:

    Attends NJSBA's meetings with legislators. Most meetings are held in the lawmaker’s local district office. Board member delegates are urged to attend meetings with legislators who represent their districts. The meetings schedule is available on the NJSBA Legislative Corner website.
